On Construction/Predicted Energy Assessments

Energy Performance Certificates need to be prepared before any property built under the 2006 building regulations can be sold. This process can be undertaken using Predicted Energy Assessments (PEAs).

PEAs are for residential properties which have not been physically completed at the first point of marketing. This is done by producing a 'target energy rating' based on the original designs of the property. These target energy ratings will then show a building inspector that the property will comply with the requirements under Part L of the Building Regulations.

In order for the property to receive its final sign-off from the building inspector, it must achieve at least the target energy rating and the final energy assessment.

Predicted Energy Assessments can be produced from the 'as built' SAP calculations and are significantly easier to produce than a conventional EPC. Also, a PEA will not require an assessor to physically come and assess the property, thereby reducing costs further.

You will need to be aware that PEAs can only be produced by an accredited On Construction energy assessor. Professionals who are currently undertaking the SAP calculations that demonstrate they meet Target Emission Rates as part of Part L of Building Regulations will be unable to produce the EPC unless they have undergone additional training and joined an accreditation scheme, as they will not be competent to do so.
